Who gets paid Double Time Union Wages to go to the Post Office on Sunday, December 7th to lower the American Flag in honor of Pearl Harbor Day?

Apparently, no one in Lebanon Junction, KY.  The Post Office in Shepherdsville is the same way.  Wonder if it's on somebody's timesheet???
